We submitted an application for this property which is less expensive than the apartment we currently live at. They denied us and they won't tell us why. They said they will mail a letter stating the reasons, but can't discuss the reasons with us over the phone. We both have clean record and make about 3xs rent.
It'll take 21 days for us to get the $700 hold deposit back as well. The way she condescendingly talked to me on the phone, I'm glad we're not moving in here. I would avoid.- helpfull 0

100% incompetent property management company and property owner.
They charge a $700 deposit just so you can apply (and they only take the application from one person, and they take the person who pays the deposit first). They charge the $700 to take it off the market while they run your application. They act like they are doing you a favor.
For whatever reason, if you are approved but change your mind and no longer want the apartment: you are charged a $50 fee + a daily rate of about $23 for every day the apartment was off the market.
A typical application fee is around $25-$35. With this apartment I don't know if there is an application fee, but if you change your mind you lose the $50 + probably a minus of 2-3 days for the application to be processed. That would be a loss of $90-$120 for just 3 days off the market (a loss to the renter's deposit).
The renter never asked to take the property off the market. It's not that great of a property to begin with. It was built in 1975 and has asbestos popcorn ceilings.
An application fee costs $25-$35. This apartment wants to charge you $700 just to apply and then they want to charge you for the loss of the unit being off the market, which the renter never asked the property management company (or incompetent property owner) to do.
They also justify it by pretending like this is the norm for renting or at least the norm in Chico.
The owner of the property and the owner of the property management company must be either T$$$$ supporters, anti-v$$$$$$, or both: because they are out of their minds with incompetence.
Here would be a simple solution for all the greedy property owners and property management companies who make a living off other people paying them rent (sound familiar? It's what humans did during Medieval times): don't charge an application fee and don't charge a deposit to apply.
Once the applicant is approved, you can charge a processing and move-in fee equivalent to an application fee, and the renter can pay the deposit when they move in.
BUT THAT CAUSES THE GREEDY PROPERTY OWNERS AND PROPERTY MANAGEMENT COMPANIES TO LOSE MONEY WHILE THE UNIT IS OFF THE MARKET.
NEWS FLASH! YOU NEVER SHOULD HAVE OWNED PROPERTIES AND MADE A LIVING OFF PEOPLE PAYING YOU RENT. THAT IS NOT A REAL THING! THAT IS NOT A REAL JOB! THAT IS A POINTLESS WAY OF LIFE AND A GREEDY SELFISH HUMANITARIAN ATTITUDE!
