Half of the lights on the property have been out for a month. Very unsafe since we are right along the bike path

For the sake of brevity, I want to keep this as short as I possibly can but also be as informative as possible for perspective renters.
I signed my rental agreement on May 30th, 2018 with my then [ex] boyfriend and on this day, July 09, 2019, Train Station Apartments (a subsidiary of Hignell Rental Properties) has seen three managers. The first I barely got to know, however, the second (Jennifer E*****) was a seemingly well-meaning manager who attempted to contact me or return my phone calls most of the time, however, none of my texts were ever responded to in any capacity. The Third manager, as described per his initial warning letter to my residence, is President-Manager Carlos (his last name escapes me for now) who in cooperation with Shandi S***** The Hignell Rentals Team) have shown me nothing but indifference and malfeasance. Together they demonstrate the blatant abuse of authority that evidently Hignell allows its employees to wield.
Backtrack sometime in early April 2019, my friend of many years provided me with support to expel my ex-boyfriend of almost four years from my apartment at TSA who had been physically, sexually, and emotionally abusing me. His name was removed from the joint lease within a week or so; however, within the same time frame I had started contacting local authorities of my situation as I was frankly in fear of my life as my ex- had in possession four firearms and is formally diagnosed with schizophrenia--all of this information was passed on to the then manager, Jennifer E*****. In addition, she made no mention to me about my friend and his service* dog who were/currently are still residing with me--I assumed based on the extenuating circumstances, she as acting manager was acting in good faith toward a tenant with no missed payments, one month short a year in residency.
Moving forward to May 4th, 2019, my driver's side door is smashed in with damage to the door frame and window/locking apparatus with a huge rock (rock is left at the scene) that was peculiarly similar to rocks found by the near by Grocery Outlet. Items of value (which were in glove compartments and within the trunk) were stolen and a police report filed. I then informed every neighbor I encountered of the event and to use caution when leaving anything in their vehicle. Disappointingly, TSA made no attempt at informing the complex through it's usual means of the recent burglary. The cost of the Damage, was $2,126.
I pleaded for a few weeks with management to obtain the surveillance footage which is located by me in three identified areas of the management office and clubhouse, to no avail. TSA refused to show me any footage because the cameras, they allege, do not show the road, except for the office camera and I feel that TSA is obligated to share that footage with me. Especially considering the burglar and vandal could have been my ex-, which is still a possibility and to this day I am uncomfortable going to my car or outside at night unattended. Considering, I was strangled twice (that I remember) in this very apartment at TSA, among other heinous crimes, that surveillance information could have helped me ease my mind but TSA, and by extension Hignell, does not care about victims of domestic abuse.
In fact, on May 29, 2019, I would obtain a richer understanding of how little TSA cares when, after several unreported incidents, did I decide enough was enough with a tenant of TSA who refused to leash his dog outside, which chased and acted aggressively towards my friend's dog . In short, I have conclusive evidence which includes video, pictures, a police record with Officer Escobedo (badge #97), to prove that a resident continues to violate TSA's rental contract, "Resident shall not violate any law in the use of the premises, commit waste or nuisance, annoy, or interfere with any other Resident or neighbor" (chapter 1, section 3). The above mentioned resident, when called an 'idiot' and questioned by me if "it's really worth the risking your [his] dog being bitten?" [by another dog], Decided it was appropriate to pursue me, whilst holding back a very frustrated dog, in a very aggressive manor with his arm raised with what seemed like intention to strike me but then stopped when I allowed the dog under my control to intervene and protect me. He then informed me he would, "Teach me to be a potty mouth." Disturbing and creepy and still a resident, apparently, held in higher favor than I, whom has done nothing except be a victim not only of my abusive ex-boyfriend but now also Hignell's inability to enforce itself on anyone except me, a domestic violence survivor.- helpfull 0
